The abusive practices by staff  at Winterbourne View has led to a number of investigations, reports and recommendations, including serious case review.  The need for change in was set out in the Department of Health’s publication of the final report on Winterbourne view – ‘Transforming Care: A national response to Winterbourne View‘

In the West Midlands  the Association of Directors of Adult Social Services commissioned the development of a toolkit for commissioners to help ensure that the necessary changes were put into place.

The toolkit is in three sections:
1.    Commissioner tools to check on progress with reviews and in reducing the number of inappropriate placements

• Joint Clinical Commissioning Groups and Local Authority monitoring tool for placements

• Commissioner Guidance: Checking quality of reviews and support plans

2.    Getting the right things in place for a high quality joint local plan
