The strategy of the organisation should be aligned with the needs of the local population, in line with the new care models, led by the vanguard sites. Therefore, it needs to be carefully developed, based on local needs assessment, national priorities, and the evidence-base. A successful strategy will provide the organisation with a set of options to help them meet their long-term goals.
